University enrollment

Studienkolleg

On this page

Finding a programme, gaining admission and enrolling are separate steps. The Higher Education Compass can help you find courses; the institution decides on your application. Your right to stay in Germany is a separate check.

In short

  • Enrollment is not a residence title. A place at a Hochschule does not by itself give the title, and the title does not by itself enroll you.
  • A directory entry is the institution’s own information, not an admission decision. A label of no restriction, a local restriction, or a nationwide restriction is not an offer of a place.
  • Application deadlines, admission restrictions and semester contributions vary. Check the requirements for your programme and institution.
  • Contact the intended institution’s BAföG office or responsible Studentenwerk early, before enrollment if needed. Ask that office which channel it accepts in time. Do not wait automatically for the enrollment certificate. Funding normally cannot begin before the application month or before the course begins.
  • Choose the residence guide by your rights, not your passport alone. EU/EEA free-movement rights can include a qualifying non-EU family member; Swiss students follow a separate agreement, explained on the free-movement page. Use the student-residence page for the ordinary study-title route, and confirm the applicable route with the competent mission or foreigners authority. Do not wait for an enrollment stamp to check your residence rights.

What you need to know

Your institution’s admissions or International Office can explain the requirements for your programme and qualifications. Use the official student-advice guidance to find advice. This guide does not cover every vocational-training, qualification-recognition, humanitarian or nationality-specific route, or each institution’s admission and fee rules. An omitted route does not mean you are ineligible. Ask the competent mission or Ausländerbehörde separately about your right to stay; the course directory does not decide that.

The Compass page says it gives current information on courses at German higher-education institutions, from undergraduate level through doctoral studies, and that the details are entered and updated by the institutions themselves. It offers a course-interest test and points to the Studienplatzbörse as a clearing system for study places. It says it gives an overview of public and state-recognised institutions, with information on each institution entered there.

The search on that site includes modes of admission described as no admission restriction, a local restriction, and a nationwide restriction. Those are labels the directory records. They are not a letter that admits you.

Section 45(3) of the Federal Training Assistance Act uses the word immatrikuliert. For students enrolled at a state Hochschule, the Amt für Ausbildungsförderung established at that Hochschule decides on training assistance. The Länder may assign that office also for students enrolled at other Hochschulen. If the office is established at a Studentenwerk, the Land determines its local area.

The BAföG page explains who can receive the assistance and that a study residence title under section 16b of the Residence Act is not in the residence-status routes in section 8(2). Enrollment and the residence title are different acts. A place at a Hochschule does not by itself give the title, and the title does not by itself enroll you.

Check the intended institution’s official admissions page for the programme deadline, language evidence, admission restriction, qualification-assessment channel and fees. These can vary by institution, programme, qualification and applicable rules. Do not assume a service used by one institution is mandatory everywhere; ask the admissions or International Office which channel it accepts.

Arrange health insurance and address registration separately. Check your residence rights before waiting for enrollment: EU/EEA free movement can cover qualifying non-EU family members, while Swiss students follow a separate agreement explained on the free-movement page. The student-residence page covers the ordinary study-title route. Ask the competent mission or foreigners authority which route applies to you; nationality alone does not decide it.

What to do

  1. Search the Higher Education Compass for the programme and the institution. Treat the result as the institution’s own entry, then open that institution’s application page.
  2. Read whether the directory shows no restriction, a local restriction, or a nationwide restriction. Then follow the institution’s instructions. Do not treat the label as an offer of a place.
  3. Keep enrollment separate from the residence title. Ask the Hochschule what Immatrikulation requires after admission. Ask the foreigners authority, or read the free-movement page, about the right to stay.
  4. Contact the intended institution’s Amt für Ausbildungsförderung or responsible Studentenwerk early and use the BAföG guide for eligibility. Ask which office is competent and which submission channel it accepts. Section 15 normally prevents funding before the application month. Section 46 requires a written or electronic application, and it requires the facts needed for the decision to be stated on the prescribed forms. The BAföG office at Johannes Gutenberg-Universität Mainz currently accepts, for the people it serves, a handwritten signed statement that an application is being made, and it still needs every required form and the evidence before a final decision. That filing practice is this office’s. Ask the competent office what it accepts, and do not let a pending enrollment certificate automatically delay contacting it. The 30th BAföG amendment is not law. The cabinet adopted the bill on 12 August 2026, and the Bundestag’s first reading on 15 October 2026 referred it to committee. As introduced, applications would be digital only through BAföG Digital except in a hardship case, the flat-rate housing amount for students living away from their parents would rise from April 2027, and the need rates would rise in steps from the 2027/28 winter semester, and the performance proof from the fifth semester would be dropped. The bill would retain the old performance-proof rules until the end of the training section for people who had to submit that proof before 1 April 2027. The handwritten application that Mainz currently accepts could change. Check the bill before you rely on it.

Do you need a Studienkolleg?

Start with the intended institution’s admissions or International Office and your actual school-leaving qualification and previous study. Ask whether it gives direct admission, subject-restricted access or a preparatory route, and which official assessment the institution accepts. Prepare school certificates, marks, any university study records and language evidence; use Documents and translations before paying for a particular format. A private preparation provider cannot decide that the target university must accept your certificate.

Where a Studienkolleg/Feststellungsprüfung route is required, use this sequence:

  1. Check the target degree first. Ask which recognised preparatory course and Schwerpunktkurs lead to the intended subject and institution type. Do not buy any course merely labelled Studienkolleg before checking its recognition and progression route.
  2. Use the institution’s application channel. As a local example, LMU says applications to its Studienkolleg route go through the university where the applicant intends to study, rather than directly to the Studienkolleg. It lists the required qualification records and language evidence, and announces a new portal for summer-semester 2027 applications opening from December 2026. This is LMU’s process and transition, not a national portal or deadline. Read the live instructions for the intake you want.
  3. Complete the required admission steps. Confirm the entrance test or invitation, language requirement, course dates, fees and status with the institution. Keep the application, admission letter and any conditions. Admission to preparation and permission to reside are separate; see Student residence for the residence rules.
  4. Plan the Feststellungsprüfung and next application. Confirm examination subjects, registration and recognition for your intended degree. FU Berlin, for example, publishes separate rules for taking its exam after a course and as an external candidate; self-preparation is not enrollment in its course. Passing an FSP does not itself replace the target degree’s application, admission restrictions or enrollment steps. Save the certificate and apply onward as instructed.

Semester contribution, ticket activation and refunds

Open your institution’s current enrollment/re-registration notice. Separate the Semesterbeitrag from any tuition or other charge, and check which transport product, if any, it includes for your student category. The ticket’s issuing body, semester validity and activation instructions come from the institution and its transport partner. Do not buy a second subscription before checking what you already pay for.

For example, TU Berlin’s semester-ticket office describes a phone-ticket process that must be ordered again for each semester using the university login, followed by retrieval in the transport app. Paying the contribution and holding a student card are not, by themselves, proof that an activated ticket is ready for inspection. Follow the current campus instructions, check that your name and valid ticket appear before travel, and ask the issuer about technical problems or accessible alternatives.

Use Deutschlandticket for transport scope and exceptions. A similarly named ticket or another campus’s screenshot is not evidence of your own entitlement. Keep order confirmations and seek help from the ticket issuer promptly if activation fails.

For exemption or reimbursement, contact your own semester-ticket office before the relevant deadline with the required evidence, for example of a qualifying absence or leave. TU Berlin and FU Berlin publish their own grounds, documents and deadlines. Both instruct students to pay first rather than deduct an assumed refund from the contribution; an exemption can invalidate the ticket. Follow your campus’s decision and payment instructions. Holding another job ticket or choosing not to travel is not automatically a right to stop paying.

Before accepting a student job

Use Student jobs before accepting an offer, a second job or extra hours. It helps you assemble enrollment and all-jobs evidence for employer/insurer classification and check personal health cover. A job labelled Werkstudent is not itself residence permission. Keep the immigration work-account rules in Student residence, Minijob conditions in their guide, and funding questions with your BAföG office or scholarship provider.

Re-register on the institution’s deadline

Your institution sets the re-registration deadline and semester charges. Check its current notice for the date and amount.

Hochschule Hannover completes re-registration only when its full charge has arrived by the deadline it publishes. Its page says that missing that deadline can end enrollment at that Hochschule at the end of the semester, after a warning that sets a further deadline, under section 19(6) of the Lower Saxony Higher Education Act. That account is this office’s current practice. Your institution publishes its own date, amount, and consequence. Use that notice.

If enrollment ends, tell the Ausländerbehörde. Reporting the change is not itself a decision about your residence title. The student-residence guide explains that permit.

Common mistakes

  • Treating the Compass as the office that admits you. It is a directory.
  • Using enrollment as proof of a residence title, or a residence title as proof of enrollment.
  • Waiting for enrollment before even contacting the competent funding office. Office allocation is not a reason to miss an application month; ask the intended institution’s office how to submit in time.
